Yes, Frank. Of COURSE they "did have to die".
In other words, Frank is saying he KNEW that Iraqis weren't just going to hand over their country just because Bushco wanted it. Frank KNEW that a large number of Iraqis would actually try to defend their country against U.S. aggression.
