Agreed.
I think (specifically) with regard to 9/11 they were used as cut-outs and middlemen by the CIA / DIA / Mossad.
It's easier to explain "Saudis" (Arabs) managing the activities of the Oswald Cell than Americans or Israelis.
They used the same modus operandi in OKC.
Timothy McVeigh and Terry Nichols were "handled" by ex-Iraqi officers and this led many to believe Hussein sponsored the attacks. This disinformation was touted by (among others) former CIA director James Woolsey, and it may in fact be that OKC was originally intended as a false flag.
In fact, these Iraqis were among the (roughly) 4,000 transferred to the U.S. after the Gulf War in Bush's Paperclip Redux. CIA assets, in other words.
