The article explains that part of the reason the clean-up was cheaper was because the "bath-tub" that had the foundation for the towers, was much less damaged less expected. This is consistent with what Wood and Reynolds are saying here.
I wonder if the clean-up was quicker in part because there was much less steel than expected to haul away.

Eh? Nobody believes the cleanup was so quick because the Mafia stole the scrap? It was front page news! Don't you guys trust the NY Post? =P

Hi Spooked, looking back on it, I'm almost certain they planted that story because they were worried someone would want an accounting of all the steel and realize that most of it was missing. I think that's why they also told the New York Times that workers had discovered whole rows of passengers strapped in their seats, as well as stewardesses with their hands tied and throats slit.
Pretty sick how the media just printed what they were told to print, eh?
Geninuinely disturbing, I think.
