Congress Less Popular Than Bush

Though historically Congress gets much lower ratings than the president, it's quite sad to see a newly-in-charge Democratic Congress getting worse approval than the worse president ever(TM). However, it's not hard to imagine why Congress is faring so poorly (even by the standards of conventional politics).
