Luc Courchesne: Video Artist and Cheney Hit Videographer
The complete footage is here. I haven't watched the whole thing, but there are some very interesting bits, including some footage from Battery park. Luc Courchesne is identified as the videographer in the little "infos" window to the right of the video window.

he went to MIT, hmmm, perhaps that's where the spooks recruited him...he's also professor of design at University of Montreal and president of the Society for Art and Technology.
