SEC Concluded in 2002 There Was No Insider Trading Before 9/11
Govt just now releasing the report.
So, what a surprise, govt investigation finds no sign of unusual activity!
But if you look at the actual report (linked in the news article), basically, the SEC just interviewed people involved in short trades in AA and UA and the WTC before 9/11, and they deny any inside information.
You can pretty much imagine how it went--
The report gives no names of the traders, and there is really no way to evaluate how deeply they probed. But it doesn't seem to be too deep.

Trader: this was just normal stock trading activity based on ongoing trends in the market.
SEC: well, okay then.
