Holes Where the Towers Once Were

It is a weird pic-- looks fake and real at the same time. If you get the largest format, there is a lot of detail that is probably real.
The big building under construction is the new WTC4. Freedom tower-- new WTC1-- is mostly done.
Note how there are deep pools in the footprints of the original towers, and in the middle of each, a deep deep hole. China syndrome, anyone?

Why would someone construct a steel framed sky-scraper in the exact same spot where three steel framed buildings were disintegrated by fire?
(Coincidentally, the 1st, 2nd and 3rd such events in the known history of the planet.)
Unless......
More to the point, who on earth would be prepared to insure the new buildings on the same site under such circumstances?
If you or I had three total loss building claims due to fires within hours of eachother, our risk profile would probably lead to our insurer refusing to insure us again.
