Why Did Bush Ignore the "Warnings" Before 9/11?

Remember? "The system was blinking red"! Why the heck didn't Bush or his national security team do anything of substance to stop or hinder the attacks?

The Bush people made the excuse that the warnings were much too vague, and this may be true to some extent. I'm sure none of the "warnings" spelled out the time and place. But clearly there were many warnings of hijackings from "Al Qaeda"-- warnings not just from the CIA but also from foreign intelligence services.

Why didn't the Bush administration make some minimal effort to guard against terrorist hijackings? This would include things like tightening airport screening (certainly they could ask them to be especially rigorous), giving serious warning notices to the FAA and to all airlines and pilots about possible hijackings, and making sure NORAD was at top readiness. Instead, none of these things were done.

WHY????

Here's the reasons I can think of (here "Bush team" refers to Bush and his national security team):
1) the Bush team was too distracted by other things they were doing
2) the Bush team was simply confused and unsure of what to do about the warnings -- in other words: incompetent,
3) the Bush team thought these measures wouldn't do any good and were too lazy to bother trying,
4) the Bush team wanted an attack to come (for obvious reasons) and they knew they could get away with failing to heed the warnings once the attacks came,
5) the Bush team knew the warnings were bullshit and were really part of the 9/11 legend created by the intelligence services. They knew the attacks were really a CIA-led covert operation that would give them broad powers to wage war and dominate politics once the attacks were made.

This is all I can think of now.

And I gotta tell you, if I had to choose one of these possibilities, I would have to go with number 5.
